Alerts pages fails to load in dev console and Forge app alert emails can't get delivered

Started from September 28th 4:30pm UTC, developers couldn't access alerts page of their forge apps in dev console. Some of the emails were not delivered. The root cause was from AWS problem with API gateway.

Here is the timeline of the impact:
- On September 28th at 4:30 PM UTC, we started seeing increased number of errors in our services. We investigated the issue and found out that it was related to an AWS problem with API gateway.
- On September 28th 9:00 PM UTC, the issue was resolved.

We'll investigate the incident and explore some ways to increase the resilience of the alerts page and email delivery service.
